Sam Bregman’s Plan for a Government That Works for All New Mexicans

As governor, I will:

  • Build more homes and cut housing costs through incentives and direct assistance. I will create a New Homes for New Mexico Program to incentivize the construction of starter homes that first-time home buyers can afford and give renters the first chance to buy their homes.

  • Lower home/apartment rental costs. I will build more affordable rental homes in the communities where people want to live—near jobs, schools, and transit—and expand rental assistance.

  • Stop speculators from driving up housing costs. I will protect families from corporate landlords and out-of-state investors by giving New Mexicans the first chance to buy homes, closing tax loopholes that subsidize Wall Street, banning secret rent-setting schemes, requiring transparency in bulk purchases, and making the home-buying process fairer and more affordable.

  • Cut energy costs for residents and small business. Cover the cost of insulation, air sealing, and efficient appliances by expanding rebate and weatherization programs so that households can cut bills immediately without a large upfront expense. Let families pay for solar and batteries over time on their utility bills by creating a statewide on-bill financing program. Utilities would cover the upfront cost of installing solar panels or home batteries, and families would repay the cost in small monthly amounts added to their bill. Because the savings from lower energy use offset much of the payment, households see lower bills right away without needing thousands of dollars upfront.

  • For businesses, provide grants and tax credits for efficient equipment like lighting, HVAC, and refrigeration, funded through state economic development programs so that businesses can cut monthly bills. Give businesses affordable financing for rooftop solar and storage by expanding the state’s loan programs to include clean energy, helping small businesses lock in predictable, lower energy costs.

  • Expand the Child Tax Credit for families with young children. This will put more money directly in parents’ pockets.

  • Increase the Working Families Tax Credit so hard work pays off even more.

  • Protect New Mexicans from the Trump/GOP cuts to health care with direct assistance and eliminate the tax on medical services to help keep health costs down.

  • Establish a family caregiver tax credit up to $3,000 to help offset costs for taking care of a loved one and allow people to age at home. This lowers costs for families and keeps people out of costly nursing homes.

  • Lower Prescription Drug prices. Establish a Prescription Drug Affordability Board (PDAB) to review high-cost medications and set upper payment limits and increase transparency around pricing and rebates.

  • Help parents with the cost of raising kids: Establish launchpad bank accounts with up to $10,000 for babies born into low-income families and develop a state baby bonds program to invest in the future of every child by allocating $3,200 at birth for Medicaid-eligible babies. Funds grow until age 18. Create, for low- and middle-income families, Individual Development Accounts (IDAs) will open the door to save for college, buy first homes, or start small businesses. These matched savings accounts give working families the tools to build wealth and opportunity.

  • Cut small business costs

  • Help provide low-cost capital by guaranteeing business loans.

  • Waive GRT for Vet owned businesses. Offer tax credits for investing in vet owned businesses. Offering tax credits for employers who employ NM Guard member when they are activated. Expanding incentives/credits for businesses that hire veterans.

  • Provide small businesses with a refundable state tax credit of $5,000 for each net new job created. This will help create jobs as well as lower costs.

  • Statewide $10–$20/month Affordable Connectivity Plan to replace the federal ACP the GOP allowed to expire.

  • Grants to expand rural broadband, lowering the cost of service for rural families.

  • Ban junk fees and surprise billing by telecom companies at the state level.

  • Ban predatory “junk fees” on rental applications, ticketing, hotels, utilities, and banking.

  • Create a state-backed low-interest small-dollar emergency loan program to keep families out of debt traps.

  • Cap annual rate increases by utilities unless approved through a public affordability test.

  • Help rural areas repair aging water systems so communities aren’t hit with massive water bill spikes.

  • Statewide assistance fund to help families with emergency utility arrears to avoid shutoffs.

  • Create a New Mexico Insurance Affordability Office to review and regulate unfair premium increases for auto, home, and renters insurance.

  • Offer a state-backed insurance option in high-risk fire zones so families aren’t priced out.

  • Anti–Price Gouging Law year-round (not just during emergencies) for groceries, gas, utilities, and prescription drugs.

  • Transparency rules requiring large companies to justify price hikes above inflation.

  • Limit annual increases in property taxes for seniors on fixed incomes.

  • Expand home retrofit programs (fall prevention, ramps, weatherization) at no cost to low-income seniors.

  • $250/year Senior Utility Credit for fixed-income seniors.
